Happy New Year, Carolyn! Putin does have a tendency to utter total nonsense with a perfectly straight face. The truth is that theoretically, by law, he is accurate. However, the old Russian saying is “The law is like a shaft – the way you turn it, that’s how it comes out” (it actually rhymes in Russian). Granted, any law of any country is open to interpretation, but Russian laws have always been so blatantly disregarded that they are not even worth considering.

Thank you for the response and Happy New Year! Yes, I guess (unfortunately) many governments crank that shaft to suit the situation. And we citizens shake our heads and wonder what more we can do to stop the nonsense!
